Water softener for an apartment? What Phoenix renters can do

Renting in the Valley means living with whatever water the building gets. Here is what you can change yourself, and what needs a yes from your landlord.

Hard water in a Phoenix apartment: what you’re living with

The City of Phoenix’s 2025 annual water quality report puts hardness at 10 to 17.6 grains per gallon. That is very hard, and the city notes it can leave scale on faucets, showerheads and water heaters. Other Valley cities are similar; see the hardness in your Valley city.

It is not a safety problem. The city’s own FAQ says filters and softeners are typically not needed to make Phoenix water safe, and are a personal choice. If you choose one, it says to follow the maker’s maintenance instructions. So the question for a renter is comfort and cleaning time, not health.

How many Phoenix households rent?

A lot of them. The U.S. Census Bureau’s American Community Survey for 2024 (one-year estimates) counts renter-occupied homes:

Area Renter households Share of occupied homes (our calculation)
City of Phoenix 267,479 42.4%
Maricopa County 629,455 35.1%
Phoenix metro area 658,635 33.5%

We worked out the shares from the Census Bureau’s counts of renter and total occupied homes. In the city of Phoenix, that is roughly two homes in five.

Ask your Phoenix landlord before you change anything

Anything that connects to the building’s pipes is the landlord’s business. Check your lease, then ask in writing (email is fine) and keep the reply. Cover:

  • What you want to install and where
  • Where its drain water will go
  • Who installs it, and who removes it and repairs any damage when you move out
  • Whether the landlord will install a softener themselves, as an upgrade for the unit

Some landlords will say yes to a small unit; others won’t. A written answer protects you either way.

Portable and compact softeners for Valley renters

A true softener swaps calcium and magnesium for sodium or potassium. NSF/ANSI 44, the standard for home softeners, covers these ion exchange units, and the U.S. Environmental Protection Agency’s WaterSense program advises choosing one certified to it. A portable softener for an apartment works the same way, so it still needs:

  • Salt (or potassium chloride) to recharge
  • A drain for the recharge water; softener manuals call for an air gap between the drain line and the drain
  • A connection point to the water supply, which is where the landlord’s permission comes in

Size matters for small units too: a compact water softener that is too small for your household recharges very often. Work out your size with your own city and household. If you’d rather not buy, our guide to renting vs buying a water softener covers rental terms and what to ask.

Under-sink and faucet softeners in a Phoenix rental

An under-sink water softener or a faucet water softener treats only that tap. Before you buy one, check for certification: EPA WaterSense names NSF/ANSI 44 for softeners and the IAPMO/ANSI Z601 standard for scale reduction devices. A product with neither has no independent test behind a hardness claim.

Many under-sink and pitcher units are carbon filters, which is a different job. Alabama Cooperative Extension says activated carbon filters can remove bad tastes and odors but will not remove hardness. EPA WaterSense says carbon does not remove dissolved minerals.

Reverse osmosis is the point-of-use option that does remove dissolved minerals, sodium included, according to EPA WaterSense. It mainly helps drinking water, wastes water as it runs, and needs a drain connection under the sink. Our page on reverse osmosis in Phoenix explains the trade-offs.

Do shower filters and showerhead water softeners work on Valley water?

A shower filter for hard water is one of the most searched fixes, so we checked what certified products actually claim. NSF certifies shower filters under NSF/ANSI 177, an aesthetic effects standard. On 18 October 2026, every product claim in NSF’s listing for this category was “Free Available Chlorine Reduction”. None claimed to reduce hardness.

So a shower filter can cut chlorine taste and smell, but it doesn’t soften water. If a showerhead is sold as a water softener, look for the certifications above before you trust the claim.

What Phoenix renters can do without plumbing

  • Clean scale on a schedule. Regular cleaning keeps white crust on glass and fixtures manageable. Our guide to removing hard water stains has methods for each surface.
  • Improve drinking water separately. If taste is the issue, a pitcher or countertop filter changes taste without touching hardness.
  • Ask about the water heater. Hard water scales tanks too. If yours is noisy or runs out of hot water quickly, report it to your landlord in writing.
  • Raise it at renewal. If several tenants ask, a landlord may see a building softener as worth it.

Common questions

How do you get soft water in an apartment?
Only a real softener removes hardness, and it needs a water connection, a drain and your landlord's permission. Ask in writing. Without that, a filter or reverse osmosis unit can improve drinking water, and regular cleaning deals with scale on fixtures.
What does it cost to rent a water softener?
We haven't found a published price from a utility, government or maker, and companies set their own fees. Get the monthly fee, installation, salt, service, removal and cancellation terms in writing, and compare the total over the time you expect to stay.
Do shower filters remove hardness?
Not the certified ones we checked. Every shower filter listed by NSF under its shower filter standard on 18 October 2026 claimed chlorine reduction only. None claimed to reduce hardness.
Is hard water in a Phoenix apartment unsafe?
No. The City of Phoenix says its water meets or surpasses drinking water standards and that hardness is a harmless, aesthetic issue. Nebraska Extension also says hard water is not a health risk.
