Surprise, AZ water: softer than most of the Valley

The City of Surprise supplies its customers from four separate water systems, all fed by city wells. Their hardness is much lower than most of the Phoenix area, and it differs from one system to the next.

What the dial setting means

Every softener has a control valve on top with a setting for your water's hardness, usually labelled "hardness" or "grains". Enter this number there. It tells the softener how hard your water is, so it knows when it is full.

"Recharging" (some manuals say "regenerating") is the softener cleaning itself: it rinses its resin beads with salty water to flush out the minerals they have caught. With this setting it happens on its own, about every 14 days in your home, usually at night.

Set the number too low and hard water slips through before the next recharge. Set it too high and the softener recharges early, wasting salt and water.

How this figure was measured

Who published it

About the authority
The City of Surprise department that runs four public water systems supplied by city wells. A public agency; no company supplied or paid for this figure.
Type of source
Annual water quality report. Every community water system in the U.S. must publish one each year under the federal Safe Drinking Water Act, so it is the utility’s own official record of what is in its water.

What the figure is

What was measured
Total hardness, in parts per million and grains per gallon: 2.7 to 4.9 grains per gallon (46 to 83 mg/L), average 3.9 (67 mg/L)
Area covered
Mountain Vista water system
How it was sampled
One figure and range for this water system, from its own annual report.
Where the water comes from
All of the city's water is groundwater pumped from the West Salt River Valley sub-basin.

How we use it

Figure we use
Published average (3.9 grains per gallon).
Unit conversion
1 grain per gallon = 17.1 milligrams per litre (mg/L), the same as parts per million (ppm)
How we calculate
Daily hardness to remove = people × 75 gallons × grains per gallon. We pick the smallest standard size that lasts about 7 days between recharges, at 3,300 grains removed per pound of salt.
Limits
The report's value column is headed "running annual average or highest level detected", so it may not be a true average. Parts of Surprise are served by other water providers. A home test result overrides this figure.

Four systems, four figures

Surprise doesn’t publish one number for the city. Each of its four public water systems has its own annual report, and each gives its own hardness:

System Grains per gallon What we call it
Mountain Vista 3.9 (range 2.7 to 4.9) Moderately hard
Surprise Foothills 5.3 (range 5.1 to 5.6) Moderately hard
Desert Oasis 6.2 (range 2.6 to 11.1) Moderately hard
Circle City about 8.2 (140 ppm) Hard

The reports label the main figure as a running annual average or the highest level detected, so treat it as a guide rather than an exact average.

Why Surprise is different

All of the city’s water is groundwater pumped from the West Salt River Valley sub-basin by its 19 wells. Most of the Valley’s big cities rely mainly on river water from the Salt, Verde and Colorado, which is much harder. That is the clearest difference between Surprise’s supply and its neighbors’.

Softener or not?

At these levels a softener is a comfort choice rather than a necessity. If you do fit one, the smallest standard size, 24,000 grains, covers most households for a week or more between recharges, and salt use is low: a family of four on Desert Oasis water uses about 6 bags a year.

Check before you buy

Ask any seller to size the softener for your system’s figure, not for “Phoenix water”. A unit sized for 16 grains per gallon will be far bigger than a Surprise home needs.

Common questions

Does Surprise, AZ have hard water?
Moderately. The city's 2025 reports give about 3.9 grains per gallon for Mountain Vista, 5.3 for Surprise Foothills, 6.2 for Desert Oasis and about 8.2 for Circle City. Most Valley cities are 11 to 17.
Which water system serves my address in Surprise?
The city has a "Find your Drinking Water Provider" lookup on its website. Some parts of Surprise are served by other water companies, not the city.
Do I need a water softener in Surprise?
Less than elsewhere in the Valley. At 4 to 8 grains per gallon you'll still see some spotting and scale, so it comes down to how much that bothers you.
